Rei doesn't have red hair, but her temper can match her fiery abilities, so she often needs to be taken by surprise and restrained before she has a chance to fight back or ignite anything. When she's in her senshi form, be sure to bind her in a fashion to focus on her fully exposed legs and high heels. When she's in her civilian form, give her a tie that allows for a means of focusing on her hair. Regardless, give her a thick, heavy gag to keep her muffled and emphasize her eyes. She won't let herself be touched very easily, but go for her legs and base of her neck when an opening presents itself.
